Unless your car had a hard life on the street in a very rainy environment chances are these rust spots are minor and superficial. But once rust is present it will eventually become a serious problem that needs some welding and body shop attention. If you have the tools and time it is a fairly easy DIY job and set combined with major engine work or for instance a bumper respray. Expect at least a 4 hour job for a specialist, more if welding is needed.
